Apogee Spin Coater and Spin Developer

The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to:

COST EFFECTIVE EQUIPMENT, LLC #6 Industrial Drive St. James, MO 65559 This requirement is for the following:

CLIN Item Quantity CLIN 0001 Apogee Spin Coater with accessories 1 Each CLIN 0002 Apogee Spin Developer with accessories 1 Each The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification.

The applicable NAICS code is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). This NAICS code has a small business size standard of 1,000 employees.

The Air Force Institute of Technology (AFIT) requires an Apogee Spin Coater and an Apogee Spin Developer with accessories to process silicon wafers for production of Microelectromechanical (MEMS) and Nano electronic circuits for Electrical & Computer Engineering Department (ENG) cleanroom courses. These instruments are used in student research projects for thesis presentation in the graduate school of Engineering.

AFIT students also utilize the WPAFB Air Force Research Laboratory (AFRL) cleanroom to process these wafers using their Cost Effective Equipment Apogee Spin Coater for Photoresist and Apogee Spin Coater for Developer instruments. The Government intends to standardize these instruments by purchasing the Apogee Spin Coater for Photoresist and Apogee Spin Coater for Developer to allow continuity of training, partnering of research and backup support within both AFIT and AFRL.

Cost Effective Equipment LLC is the sole vendor of the Apogee Spin Coater for Photoresist and Apogee Spin Coater for Developer and therefore the only vendor capable of meeting the Government requirements at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 27 December 2024 @ 1000 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
