SUSS MJB3 and MABA6GEN4PR Repairs and Annual Preventative Maintenance and Technical Training

INTENT TO SOLE SOURCE The United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only.

This proposed action is for the repair, annual preventative maintenance, and training for the Air Force Institute of Technology (AFIT) Cleanroom Characterization Lab’s SUSS MicroTech MJB3 and MABA6GEN4PR located at Wright Patterson AFB, Ohio 45433. The Government intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1), “Contracting officers may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”.

The Contracting Officer has determined that only one source is reasonably available: SUSS MicroTec Inc. This proposed procurement will be a Sole Source under North American Industry Classification System code (NAICS) 811310. Business size standard is $12.5 in millions of dollars. The proposed source is SUSS MicroTec Inc., 2520 Palisades Dr. Corona, CA 92882, USA This notice of intent is not a request for competitive quotations.

However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:

Research revealed no other capable vendors that could provide repairs to the SUSS MJB3 and the MABA6GEN4PR to maintain performance standards and provide Annual Preventative Maintenance training for the MABA6GEN4PR of newly appointed AFIT Cleanroom personnel to ensure setup and operations meet the mask aligner standards. Vendor outreach was performed along with information available through SUSS MicroTec Inc. representatives and quote information.

SUSS MicroTec Inc., owns all proprietary rights, to include repairs and PM for the SUSS MBJ3 and MABA6GEN4 Mask Aligners instrument which was purchased and setup operational by SUSS MicroTec inc. technicians. There are no other vendors who can perform the repairs, PM, and inspections other than SUSS MicroTec Inc. technicians. A Sources Sought (FA8601-24-Q-0093SS) was posted from 19 April 2024 to 03 May 2024 and no responses were received.

The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
