This is a PreSolicitation Notice IAW Solicitation FA850426R0002 IAW the Revolutionary FAR Overhaul 5.101(c):

Description: This requirement is for the procurement of 217 units of the AN/APX-119-0541Transponder, NSN: 5841-01-693-3952 CX , P/N: 4079100-0541 applicable to the C-130J Aircraft. These units are required to allow the Mobility Air Force (MAF) to employ existing Traffic Alert and Collision Avoidance System (TCAS) capabilities while selectively inhibiting “open air” position reporting systems such as Automatic Dependent Surveillance-Broadcast (ADS-B) Out and/or Air Traffic Control (ATC) Select (S).

The end users will be AFRC, ANG, and USAF. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. This noncompetitive contract will be sole source to Raytheon (CAGE: 06845) under the DLA (Raytheon) Umbrella Contract, SPRBLI-25-D-0006, using OTF&OC as prescribed by FAR 6.302-1 & RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The intent of this Synopsis is to establish a subsumable sole-source contract against the already established contract with RTX Corporation, SPRBL1-25-D-0006. Market research suggests that RTX Corporation business affiliate, Raytheon (CAGE: 06845) is the sole approved source capable of providing the required AN/APX-119-0541Transponder. SPRBL1-25-D-0006 is a twenty (20) year Supplier Capabilities Umbrella contract establishing the terms and conditions for the support of sole-source RTX Corporation requirements. The contract was awarded on 1 Aug 2025. The contract maximum ceiling is $50B. Draft RFP is attached.
