Action: Sources Sought and Request for Information Notice

Purpose: This is a Sources Sought Notice in accordance with RFO FAR 5.101. This is not a Request for Proposal or Quote (RFP/RFQ) or an Invitation For Bid (IFB), nor is it construed as a commitment by the Government. This presolicitation notice is prepared for the purpose of market research and notifying potential offerors of a potential upcoming solicitation. Expanded market research is necessary to determine if additional responsible sources exist to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.

The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar supplies offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

Restricted to Qualified Sources: See RFO FAR Part 52.209-1 The requirements of RFO FAR 9.202(a) apply. Sources must be qualified prior to being considered for award. Interested vendors that have not been previously approved for this acquisition must submit a Source Approval Request (SAR) package to the Source Development Small Business Office or the Contracting Officer. As prescribed in RFO FAR 9.202(e), the contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards.

Responses: Responses shall address whether the interested party can provide the capabilities to remanufacture the KC-135 APU. Specifically:

1. Show knowledge/experience of design of aircraft/flight equipment.

2. Show that manufacturing/overhaul capability exists, including systems & processes for parts procurement.

3. Show capability to fully test APU functionality for operation on aircraft.

4. Verify possession of proper data package for overhaul and repair.

5. Verify experience and knowledge with military flight worthiness requirements.

The Government requests information from industry:

  1. Please identify your capability and interest in performing this remanufacturing effort under a Firm-Fixed-Price (FFP) contract. For unforeseen work that falls into an 'Over and Above' (O&A) scenario, propose viable methods for maintaining an FFP structure (e.g., pre-priced O&A 'menus', tiered pricing based on wear, or step-ladder pricing matrices) that align with industry best practices."
  2. Some parts may have long lead times and/or are only available from single or limited sources. Describe your mitigation strategies (such as safety stock, alternative source development, or advance procurement) to ensure schedule performance.
  3. What specific contract structures, terms, or incentives should the Government consider alleviating supply chain constraints and promote timely delivery?
  4. How do you recommend the Government structure 'Over and Above' work for repairs identified only after teardown? What pricing methodologies do you recommend ensuring these unplanned repairs do not cause schedule delays?
  5. What specific custody risks do you foresee with the physical transit and storage of Government-Furnished Property (GFP)?
  6. Is a First Article Test (FAT) recommended for this remanufacturing effort to prove process repeatability? If so, what is the estimated lead time to produce, test, and deliver the First Article, and what criteria should define a successful test?
