FA8224-25-MROi Process Support Sources Sought Synopsis:

1. NOTICE: This is NOT a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

a. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist in determining if this effort can be competed among SBA Certified 8(a) Contractors. The proposed North American Industry Classification Systems (NAICS) Code is 541511 which has a corresponding Size Standard of $34.0M. The Government will use this information to determine the best acquisition strategy for this procurement.

b. The Government is interested in SBA Certified 8(a) concerns. The intended effort has previously been awarded under the SBA Certified 8(a) program. The Government requests that interested parties that are SBA Certified 8(a) respond to this notice if applicable and identify your small business status to the identified NAICS Code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partner(s).

2. Program Details:

a. The purpose of this effort is to provide the Air Force (AF) and the Air Force Sustainment Center (AFSC) Maintenance, Repair and Overhaul Initiative (MROi) Office with pre-data cleaning support for the Oracle Clous Infrastructure (OCI) to prepare and support AFSC’s organic depot complexes for implementation of the MROi Solution.

b. This effort will prepare the appropriate data elements for the organic resources to prepare for synchronization of Doctrine, Organization, Training, Leadership, and Education, Personnel and Facilities (DOT_LPF) and Organization Change Management (OCM) activities that must be completed and in place to support the implementation of the software solution.

c. This effort is expected to be solicited restricted to SBA Certified 8(a) small businesses, but the government reserves the right to change course based on the results of market research and or a change in scope of work or not to solicit the effort at all.

3. Instructions: a. The Government requests interested parties provide the following information (please limit responses to no more than 4 pages): i. Company Name and Commercial and Government Entity (CAGE) Code. ii. Name, phone number, and email address for point of contact(s). iii. The applicable NAICS code for this acquisition is 541511. Based on this NAICS Code, what is your size status?

The NAICS Code selected for this potential requirement is 541511, which has a size standard of $34.0M. if you disagree that 541511 is the proper NAICS Code, please submit that comment to the requiring activity along with what NAICS Code you believe this should be classified under. vi.

You are encouraged to provide any documentation to support your business’s capabilities in meeting the requirements described in this Sources Sought, along with the attached Performance Work Statement (PWS). Failure to provide this type of documentation may result in the Government being unable to adequately assess your business’s capabilities to provide the work. vii.
