This Request for Information (RFI) is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any information/items submitted in response to the RFI. No determination as to the viability of this potential requirement has been made at this point and there is currently no solicitation for this effort.

A. BACKGROUND To provide program management, Research and Development (R&D), highly specialized engineering, analysis, integration and testing, mission planning, logistics, training, and professional services supporting software development activities for the Software Directorate’s newly formed Experimentation Division (AFSC/SWX). The mission of AFSC/SWX is Lead the way with early system and experimental software, driving innovation and accelerating capability development to enhance warfighter effectiveness.

B. PROGRAM REQUIREMENTS The purpose of this RFI is to provide program management, technical and support services for Space, Threat Modeling, Command and Control (C2), Joint Simulation Environment (JSE), Test, Training, and Experimentation (TTE), Standard Work Document (SWD), and Intelligence, Surveillance and Reconnaissance (ISR) initiatives and integration.

1. Provide software engineering services in a government DevSecOps environment, including modeling and simulation integration into software products, and systems engineering for experimental and operational systems.

2. Lead the development, program management, and processing of security related approvals and efforts to include Interim Authority to Test (IATT) and Authority to Operate (ATO) processes on various Information Technology (IT) and mission related systems.

3. Analyze and evaluate cybersecurity aspects of Space, Threat Modeling, Capability Development / Development Planning (CD/DP), Joint Simulation Environment (JSE), Software Directorate (SWD) Intelligence, Surveillance & Reconnaissance (ISR). Those and other systems to identify, manage and mitigate risk and vulnerabilities to Government procured/developed systems according to requirements dictated by the AFI17-101.

4. Perform integration and testing services to identify and document system capabilities as well as mitigate risk.

5. Model/simulate/research advanced technologies in support of Space, Threat Modeling, JSE, TTE, C2, ISR, SWD as well as other advanced technologies.

6. Provide integration support to integrate advanced technologies into new and legacy AF platforms/systems.

7. Provide education, training, and TTP developments services for programs to meet mission requirements.

Describe similar services offered to the Government or to commercial customers within the past three years. 3. What current access does your company have to government systems? 4. What is your business size and type (i.e., small, woman-owned, veteran-owned, etc.)

Section 2: Capability (please limit this section to no more than two pages) 5. What experience does your company have providing software engineering to DoD organizations utilizing Agile DevSecOps approaches? 6. What experience does your company have with providing oversight management, Engineering and technical/test services, and education and training with TTP Development Services? 7. Provide examples of integrating advanced technologies into new and legacy platforms/systems.

8. Please describe your company’s role in developing and leading Interim Authority to Test (IATT) and Authority to Operate (ATO) processes on various Information Technology (IT) and mission related systems that your company has been developed and lead.

9. Please describe your company’s familiarity in working with Top Secret/Special Compartmented Information and Special Access Programs.
