Sole Source RFP to NORTHROP GRUMMAN SYSTEMS CORPORATION -- International Agreement Contractor Restriction (IACR) The United States of America Letter of Offer and Acceptance (LOA), XX-X-XXX, Line(s) XXX thru XXX provides the Foreign Military Customer with the Joint Threat Emitter (JTE) system, sales support, sustainment, training, spares, repair and return maintenance, standard technical orders, system integration, technical support, ECPs, and other associated support activities and equipment in support of JTE.

An LOA provides for maintenance and technology transfer in accordance with (IAW) the United States Code, Title 22 – FOREIGN RELATIONS AND INTERCOURSE, CHAPTER 32 – FOREIGN ASSISTANCE, CHAPTER 39 – ARMS EXPORT CONTROL and the National Defense Authorization Act of 1991, Section 1004 of Public Law 101-510, as amended. The Joint Threat Emitter System Program Office (SPO) Line/Program Manager will be referred to as the SPO.

Finally, this IDIQ contract provides for the Software Maintenance Support (SMS) for the JTE program. The SMS coverage includes the Threat Emitter Unit (TEU), Wideband Threat Emitter Unit (WTEU), Mobile Command and Control Unit (MC2U), and Fixed Command and Control Unit (FC2U).
