This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Hill Air Force Base requires the following product: Augment Code Software, 12-month Enterprise License –IAW Augment Code RFQ and Brand Name Justification attachments.
The Government intends to award a Firm Fixed Price Contract based on Lowest Price Technically Acceptable (LPTA). Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with the lowest price that fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability.
The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. This RFQ includes the following attachments:

Augment Code RFQ FA8201-26-Q-0002 Attachment 2: Brand Name Justification (BNJ) Quote Specifications Please review and provide all information below in your quotation: A quote that provides line-item pricing and total pricing for all items and quantities identified in the RFQ, Attachment 1. Company Name and Address Copy CAGE and UEI Company POC and Contact Information Payment Terms (Net 30, discounts, etc) Days to deliver After Receipt of Order.
Requested delivery and period of performance is 17 February 2026- 16 February 2027. If this date is not feasible, please provide an accurate delivery estimate. Fill-in and complete the required provisions and clauses included in Attachment 1. See below.
Instructions to Offerors: Completion of Required Provisions and Clauses Offerors are advised that the following provisions and clauses are included in this solicitation and require an affirmative response or completion to be considered for award. Failure to provide a complete and accurate submission of these required items may result in the offer being determined non-compliant and therefore ineligible for award. Offerors must complete and return the following with their proposal from Section J of the attached RFQ:
FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services: The offeror shall complete all applicable portions of this provision.
Note: If the offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM) at www.sam.gov, they must verify that the information is current, complete, and accurate for this solicitation. The offeror should explicitly confirm this in their proposal.
FAR 52.229-11, Tax on Certain Foreign Procurements—Notice and Representation: The offeror shall complete the representation in paragraph (b) of this provision.
DFARS 252.204-7017, Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services—Representation: The offeror shall complete the representation in paragraph (c) of this provision.
DFARS 252.239-7009, Representation of Use of Cloud Computing: The offeror shall complete the representation in this provision by checking the appropriate box. A complete and signed submission of these provisions is mandatory. Please ensure these documents are included in your final proposal package. **NOTE**: All firms must be registered in the System for Award Management database at www.sam.gov for award consideration.
The Government reserves the right to award a contract/order with/without interchanges with respective offerors. Any offers received containing items other than those listed in the RFQ will not be considered for award. Additionally, offers that are incomplete (i.e. partial offers), contain refurbished items, or offers that do not meet the technical requirements or required delivery will not be considered for award.
The Government will not pay for any information received or costs incurred in preparing and submitting a quote in response to this solicitation. All costs associated with responding to this solicitation will be solely at the offeror's expense.
