This synopsis is published for informational purposes only. The proposed contract action is modification of the existing commercial firm-fixed price IDIQ of Boeing Safety of Navigation (SoN) (FA810120D0001). The modification is to add a one-year optional ordering period and a six-month optional ordering period. The Government intends to solicit and negotiate this modification as a sole source effort with the current contractor, Boeing Digital Solutions, Inc, CAGE 19580 under the authority of FAR 13.106-1(b)(1).

The contract provides digital access for the provision of a Federal Aviation Administration (FAA) certified aeronautical database, the associated Flight Information Publications (FLIP), an Electronic Flight Bag (EFB), a global flight planning application, and 24/7 technical support. The IDIQ is for commercial supplies and services as defined in FAR 2.101 and described above and supports US Air Force (USAF) as well as other US Government agencies (OGAs).

The program office has determined the current ceiling amount and ordering periods are insufficient to support the actual and previously unanticipated number of mission partners using the products and embedded services provided by the contract. Additional mission partners, and the USAF assisting additional federal partners to attain the safety of flight products, data, and services resulted in actual costs exceeding the original estimate previously established.

The proposed modification herein does not change the material services and supplies provided under this IDIQ but instead provides for an extension in the period of ordering under the IDIQ. The CLINs and their structure in the current IDIQ will be used for the extension with delivery location determined at the order level. See CLINs attachment for proposed structure of the extension. It is the discretion of the Government to determine if there are other sources available to provide the above services.

However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received in response to this synopsis may be used in determining if another source could satisfy the Government’s need. Response to this synopsis must be received within the period identified in this notice in order to be considered. The subsequent solicitation to Boeing will be available once released after close of this synopsis and can be requested via email to the POCs identified in this notice.

Anticipated Award Date: 20 August 2025.
