The United States Air Force (USAF), Air Force Civil Engineer Center (AFCEC), Tyndall AFB, Florida, has a requirement to provide power systems analysis studies at Air Force installations in CONUS and OCONUS. The Contractor shall provide all labor, software, materials, tools, equipment, transportation, and supervision to collect field data, construct/update an electrical model, and generate analysis reports.
The Contractor shall use the electrical model to perform a power flow analysis, cross connect capability evaluation, short circuit study, protective device coordination study, and arc flash hazard analysis at the following bases: Niagara ARS (New York), Beale AFB (California), Vandenberg AFB (California), Robins AFB (Georgia), Channel Islands ANG (California), Cheyenne Mountain (Colorado), Minneapolis ARS (Minnesota), Minneapolis ANG (Minnesota) Schriever SFB (Colorado), Eielson AFB (Alaska), Altus AFB, (Oklahoma), Sheppard AFB (Texas), Luke AFB (Arizona), Suwon AB, (South Korea), Gimhae AB (South Korea), Yokota AB (Japan), Incirlik AB (Turkey) In addition, the Contractor shall perform transformer oil sampling and testing, infrared inspections, and distribution reliability study at the installations listed above.
The electrical distribution systems include items such as: • Switching stations • Substations • Transmission, distribution, and service cables • Primary distribution equipment • Government owned power generating stations feeding directly into the primary distribution system. • Government owned renewable power generation feeding directly into the primary distribution system (such as generators, wind, and photovoltaic).
The study shall encompass the entire primary distribution system through the secondary up to and including the building service entrance disconnect and includes all motor loads 50HP or greater installed anywhere in the distribution system. Any medium voltage distribution and primary distribution equipment located on the interior of a building shall also be included in the study. This study shall not include:
• Standby or emergency generators serving individual facilities • Portions of the distribution system owned and operated by Military Family Housing, unless specifically noted in Base Specific Requirements Attachments.
