SITE VISIT (see clause 52.236-27) will be held on Thursday 29 May 2025 @ 9 a.m. Instructions to obtain base access can be found in Section L. **PER FEDERAL GUIDELINES as of May 7, 2025 Real ID is in effect, ALL personnel requesting access to the Niagara Falls Air Reserve Station must have one of the following to be allowed entry: Valid State Enhanced or Real ID, or Valid United States Passport

Niagara Falls Air Reserve Station has a requirement for a Construction project, Repair Fire Damage, Building 700. Contractor to furnish all plant, labor, parts, materials, equipment, transportation and supervision required to complete the following project, Repair Fire Damage, Building 700, to include the following:

Perform remediation, waste handling, and disposal of hazardous materials identified in the attached sampling and analytical report, in accordance with New York State regulations, and other requirements stated herein; clean all Main Bay surfaces; clean Main Bay Oil–Water Separator (OWS) pit; Clean Main Bay trench drain; Clean surfaces of sliding shelving units located on the north side of Main Bay; Clean all surfaces of Foyer (Room 118-1) at south-east corner of Main Bay; Replace Carpeting in Areas West of the Main Bay; Clean all hard floor surfaces in areas west of the Main Bay; Clean Room 120-1 and Room 123-1 in Airfield Management office; and Clean hallways and rest rooms in area east of Main Bay.

This building is occupied, and all repairs will need to be coordinated with the user. All work will need to be completed while allowing for continued use of the building. Work will be performed at the 914th Air Refueling Wing, Niagara Falls ARS, Niagara County, NY. Performance time is 90 calendar days. A single Firm Fixed-Price construction contract will be awarded. This solicitation is set-aside 100% for Small Business (SB). The estimated magnitude of construction is between $250,000 and $500,000.

The NAICS code is 562910 and the Small Business Size Standard is 1,000 people. Electronic (e-mail or faxed) bid submissions will not be accepted or returned. Bid, Payment and Performance Bonds will be required. Liquidated damages will be identified in the solicitation and placed under the proposed contract. All applicable provisions and clauses will be included in the actual solicitation.

Site visit information will be provided in the solicitation; prime contractors, subcontractors and/or suppliers may attend the site visit. The complete solicitation will only be available electronically at https://sam.gov. No paper / hard copies will be provided. It is the contractor's responsibility for downloading the RFP documents and for monitoring the website for possible amendments, any changes or updates. Interested vendors may register their contact information at the SAM website under this notice.

The list will be available online and is to facilitate subcontracting opportunities. Contractors must be actively registered in the System for Award Management (SAM) database at https://www.sam.gov and have their Online Representations and Certifications completed. Failure to register in the database will render the contractor ineligible for award.

Offerors must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil This notice does not obligate the government to award a contract nor does it obligate the government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit the requested information and/or a proposal. Responses to this notice and/or the Request for Proposals will not be returned. Any questions relating to this solicitation must be submitted in writing to the contracting office. No verbal communications are authorized.
