Kaiserslautern Installation Support Services (KISS)

This is the second round of RFIs to seek feedback from industry on the Kaiserslautern Installation Support Services (KISS) Highest Technically Rated Offeror (HTRO) matrices. Responses will impact the Government’s decision-making as this unique contract program is developed. All feedback provided will be reviewed and considered. Draft domain qualification matrices for: Housing Maintenance (Unrestricted) Custodial Services (Unrestricted) Grounds Maintenance (Unrestricted) Total Facility Maintenance (Unrestricted) The publication of the KISS Draft matrices is solely for market research purposes. This publication is not an official RFP from the Government and does not constitute a request for offers. All comments or questions received are on a voluntary basis. The Government will not reimburse any costs attributed to responses.

INDUSTRY ONE-ON-ONES: This round, 700 CONS and 86 CEG are not planning to conduct virtual or in-person One-On-One sessions. However, interested vendors may request a One-on-One with the government to provide feedback or clarify questions regarding the updated HTRO matrices. Requests for such shall be sent to the POCs below by COB 09 October 2024. Please email responses to both Government Point of Contacts listed below by no later than COB 11 October 2024:

Responses to questions received regarding the HTRO Source Selection approach and the draft of the solicitation matrices for the KISS contract will be shared. The Government intends to release a Draft RFP in Fall of 2024.
