This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals.
Vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP that may be issued.
Description: The 48th Contracting Squadron at Royal Air Force (RAF) Lakenheath, United Kingdom, seeks feedback from companies/entities capable of providing custodial/janitorial cleaning services that will be performed at various United States Visiting Forces (USVF) locations throughout the United Kingdom (UK); locations include, but not limited to, RAF Lakenheath, RAF Mildenhall, RAF Feltwell, RAF Alconbury, RAF Molesworth, RAF Croughton, RAF Fairford, and RAF Welford.
The contractor is expected to provide all management, tools, materials, supervision, supplies, equipment, transportation and labor necessary to ensure that custodial services are performed in accordance with the requirements contained in the attached “DRAFT” copy of the Performance Work Statement (PWS), in maintaining satisfactory facility conditions that present a sanitary, clean, neat, and professional appearance, and are in accordance with the minimum cleaning frequencies established in Air Force Common Output Level Standards (AFCOLS). The associated facilities square footage, cleaning frequencies, and associated levels of services are outlined by the attached “DRAFT” Performance Work Statement.
Response Guidelines: All responses to this post must be provided as an attachment in an e-mail message addressed to the Point of Contacts (POCs) below, with the subject line “Response to Request for Information” no later than 29 May 2024. NOTE: Only electronic responses are accepted, and responses submitted by any other means may not be considered.
Requested Information: Interested vendors are requested to provide feedback on the following “DRAFT” solicitation documents. “DRAFT” Section L – Instructions to Offerors Are the instructions regarding required formatting, work samples, and scoring criteria sufficiently clear for you to prepare a responsive proposal?
If there are any areas of ambiguity or concern, please specify them. “DRAFT” Section M - Evaluation Factors for Award Is the Highest Technically Rated Offeror (HTRO) source selection process clearly defined?
Should price evaluations be conducted at the time of awarding the main IDIQ contract, can you foresee any advantages or difficulties that may arise in establishing a firm-fixed pricing for a contract spanning a 10-year period? “DRAFT” Attachment X – Self-scoring Matrix Is the process and mechanics for self-scoring clear and logical? “DRAFT” Performance Work Statement (PWS) Is the PWS clear and comprehensive in detailing the service requirements?
Should a pre-proposal conference be arranged, would you be interested in participating? Kindly share any additional feedback or comments you might have regarding the proposed acquisition strategy outlined in the “DRAFT” solicitation documents.
