Expansion of Giant Voice System at Bellows Air Force Station, Oahu, HI

The 766th Enterprise Sourcing Squadron is seeking sources for the expansion of a Giant Voice System.

CONTRACTING OFFICE ADDRESS: 560 Central Avenue, Building 287, Joint Base Pearl Harbor-Hickam, HI 96860 INTRODUCTION: This is a SOURCES SOUGHT to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services.

Bellows Air Force Station requires contractor support to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System. The current GV system consists of three (3) GV poles (i.e., towers), which includes omni-directional ATI siren arrays. The new GV system shall consist of four (4) outdoor GVTs total and shall provide emergency messages, intelligible voice, tones, and pre-recorded alert notifications for the entire Bellows AFS, HI populace.

It shall be able to communicate over the existing wireless, Very High Frequency (VHF) communications infrastructure. The replacement stand-alone GV system shall provide sufficient intelligible voice coverage for the entire base populace with real time emergency alerting messages and accurate system health activities. The project covers technical objectives outlined in the attached Statement of Objectives (SOO).

SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 238210 – Electrical Contractors and Other Wiring Installation Contractors, with the corresponding size standard of $19M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from Small Businesses that can provide the required services under the NAICS Code.

To assist the contracting office in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement’s areas contained herein.

This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
