NOTICE OF INTENT TO SOLE SOURCE, Drinking Water Analysis for Coliform Bacteria at Kanto Installations, Japan

Drinking Water Analysis for Coliform Bacteria at Kanto Installations, Japan 374th Contracting Squadron, Yokota AB, intends sole source purchase to Chugai Technos Corporation (Chugai). This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. The action being processed is a sole source acquisition to include services described in the attached PWS by modifying FA520922P0116.

Our market research found that this services can be only performed by Chugai due to the location of the services (Kanto Plain, JAPAN), 24-hour of holding time, and required qualifications stated below. However all interested parties who belive they can meet the requriements are invited to submit in writing complete information describing their ability to provide the services stated in the PWS with copies of all certifications/permits.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Minimum Required Qualifications -Suishitsu Kensa Kikan Touroku under the Water Supply Act or “Kenchikubutsu Inryousui Suishitsu Kensagyou in JAPAN -Laboratory registered as an environmental measurement certification business under Measurement Act at the local government of laboratory located in JAPAN -Minimum continuous three (3) years of experience conducting compliance total coliform analysis in drinking water by U.S. EPA standard method -Appropriate QA Compliance Program for applicable method.

The program shall include proficiency testing (PT) schedule, information of PT provider, action plan for failing PT. A QA program may be replaced by a certification for international accreditation program for applicable method, such as International Organization for Standardization/International Electrotechnical Commission (ISO/IEC) 17025:2017 (General requirements for the competence of testing and calibration laboratories).
