The United States Air Force is seeking interest/information from industry regarding the ability to furnish, deliver, and mobilize a Drum Mix Plant in the Guam/Marianas Region.
The intent is for the Plant to produce hot-mix asphalt and be capable of being relocated to different areas (must be mobile); solutions that propose a fixed or permanent structure will not be considered. The following characteristics are desired; however, alternatives may be submitted to the Contracting Officer for consideration. Any alternatives must include a description of which characteristics of the proposed solution are different than the characteristics below:
Plant Type Counterflow Drum Mix Plant Counter flow dryer/mixer Relocated/internal burner to allow reclaimed asphalt pavement (RAP) blending (up to 50% by weight of mixture) Maximum Production Rate 140-160[JD1] tons per hour (TPH) Emission Control System Primary dust collector, cyclone-type Secondary dust collector baghouse-type capability to return secondary fines to drum/mixer Aggregate Feed Four (4) cold-feed aggregate bins Scalping screen between cold-feed aggregate bins and mixing drum Three (3) RAP bins Separate cold feed controls for each aggregate bin and RAP bin inline belt scale (weigh bridge) on combined aggregate cold-feed conveyor Asphalt Binder Tank 25,000 Gallon capacity, hot oil jacketed Mounted 500-gallon fuel tank for burner.

In-line asphalt binder calibration tank with built-in load cells In-line Dosing and Blending for Liquid Additives Steel storage tank, minimum capacity 1,000 gallons Integrated dosing system in-line with asphalt supply line Interlocked metering and control system Storage Silo Insulated, elevated storage silo, minimum 60-ton capacity Truck drive-through loading, min 12-ft wide Self-erecting Integrated drag conveyor Weigh scale option(s) for dispensed material NTEP certified weigh scale Silo/[JD2] chute scale Fuel pump Extra pump for vehicle refueling Control House Attached to plant Operations Dual operating/analog controls Interested vendors may submit pricing in addition to any pamphlets or specifications sheets; however, as stated before, this is only for research purposes and is not a formal solicitation for quote or proposal.
Interested vendors may contact the POC listed in this notice to submit interest or ask questions. It is recommended that interested vendors possess significant experience with mobilizing similar products in hard to access locations due to the geography of Guam/Marianas region. If a solicitation related to this notice is issued at a future date, interested vendors can expect delivery and mobilization to be a significant factor in selection/performance of the contract.
