Intent to Sole Source - Accelerate Concealed Comms Capability

Pursuant to Federal Acquisition Regulations (FAR) 6.302-1, Headquarters Air Combat Command (HQ ACC) Acquisition Management and Integration Center (AMIC) intends to award a sole source contract to Booz Allen Hamiliton Inc. (UEI: JCBMLGPE6Z71) for Alternate Concealed Comms Capabilities. The Contractor will develop a photonic integrated circuit (PIC) preliminary design, enabling legacy radio and data link waveforms to be concealed within the noise floor, while remaining resistant/resilient to jamming.

At the conclusion of performance, the Contractor will also provide an analysis report that documents data collection, spectral analyses of the waveforms used and preserved through the optical signal conditioning, and the level of concealment enabled. The Period of performance is to be determined and the Place of performance is the Contractor’s facility. The anticipated award date is on or before 30 September 2024. This notice of intent is not a request for competitive proposals nor a solicitation of offers.

However, any interested party that believes it can meet the requirements described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested. Interested parties must respond no later than 11 September 2024. A determination by the Government to not compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
