NOTICE OF INTENT – Bridge Action For: Contract FA489019C0004, EC-130H/A-10C Contract Aircrew Training and Courseware Development THIS IS A REQUEST FOR INFORMATION ONLY. ACC Acquisition Management & Integration Center (AMIC) intends to award a one-year, sole source bridge contract action to Avix-BGI Joint Venture, LLC, 117 E. Branch Rd., Yorktown, VA 23692, under the authority of FAR 6.302-1 – 10 USC 3204(a)(1), Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements.

Places of performance are Davis-Monthan AFB, AZ and Moody AFB, GA. The period of performance for the bridge action will be 1 Aug 2024 – 31 Jul 2025. Anticipated date of award for the bridge action is NLT 30 Jul 2024. Interested offerors are requested to submit their capability package NLT 14 May 2024, 12:00 pm eastern time to the POCs listed at the end of this notice. The Government will provide an email confirmation of receipt of information. Offerors are advised that foreign participation is not permitted.

The current contract was solicited as a commercial, Firm Fixed Priced, 100% set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) and awarded to Avix-BGI Joint Venture, LLC. The PSC code of U009 (Education/Training) and NAICS code 611512 (Flight Training). Current contract support includes but is not limited to the following:

Academic, training device, and live flying instruction in support of formal course syllabi, training plans, event lesson plans and CT for course students and permanent party aircrew and maintenance personnel to accomplish required event objectives and specific event tasks. EC-130H difference and multi-qualification training will also be performed. Academic instruction will include platform training, remedial training, and monitoring of computer-based and self-paced instruction periods.

Likewise, the training devices (to include any aircraft, Full Mission Trainer [FMT], Cockpit Familiarization Trainer [CFT], Cockpit Procedures Trainer [CPT], Hands-on Throttle and Stick [HOTAS], Compass Call Mission Crew Simulator (CCMCS)/Weapons System Trainer (WST), Part-Task Trainer [PTT], etc.) shall be used.

In addition, instructor duties shall consist of revision and development of student training lesson plans as changes to Training Task Lists (TTLs)/syllabi, Air Force Tactics, Techniques and Procedures (AFTTPs) and other publications occur or when mission/event or safety requirements dictate.

Produce, update, and revise courseware to support the following training: Academic, HOTAS/FMT/WST instruction, PTT instruction and flight phase instruction of the training systems covered under this contract to include Scenario Development, Academic/Training Database and Distributed Mission Operations (DMO). The contractor will develop all courseware using the current, updated model of Instructional Systems Development (ISD) as defined in AFM 36-2234 and AFH 36-2235.

Courseware materials will support formal course programs and CT programs and may be used for resident and non-resident training. Courseware materials are affected by aircraft hardware, software, tactics, local course rules, flight information publications and safety publications.

Additional functions include Scheduling; Registrar Functions; Database Administration; A-10C Debrief Support Programmer; DOW Programmer; EFB Program Manager; A-10C and EC-130H AR/VR/MR Programmer/Developer; A-10C and EC-130H AR/VR/MR Network System Programmer/Administrator; A-10C and EC-130H AR/VR/MR 3D Modeler Programmer, and A-10C and EC-130H AR/VR/MR 3D ISD Specialist Programmer; Student Learning Attack Training Environment (SLATE) System; Simulator Scenario Development. Postings for the follow-on acquisition are estimated to start approximately 30 May 2024 and will be made available through the Government Point of Entry at SAM.gov.
