Integrated Solid Waste Management (ISWM)

This is a request for proposal for a requirement for Integrated Solid Waste Management services for the 27 Special Operations Civil Engineering Squadron at Cannon AFB, New Mexico. This acquisition is for non-personal services. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management services at Cannon Air Force Base, New Mexico.

The contractor shall include the collection requirements for key characteristics of municipal solid waste [MSW] collection and recycling services. Integrated solid waste management is a combination of municipal solid waste (MSW) collection and recycling services. MSW is the commercial term/standard for refuse/household garbage collection and processing. The contractor shall include the collection requirements for key characteristics of MSW collection and recycling services.

When the contractor completes service at a location there shall be no litter, waste, or recyclable material on the ground within a 10-foot radius of the container. The contractor shall empty containers used to dispose of food waste as necessary to maintain a healthy, vector-free environment (on days when the serviced facility is in operation).

The contractor shall perform to the standards in the contract, performance work statement (PWS), as well as all local, state, and federal regulations, international agreements, Status of Force Agreements (SOFA) and appropriate Final Governing Standards (FGS) or, in their absence, the Overseas Environmental Baseline Guidance Document (OEBGD). The requirement is projected to be awarded as a 100% WOMEN OWNED SMALL BUSINESS SET-ASIDE and will be awarded as a firm fixed price contract.

It will be under the Classification Code "S205- Housekeeping - Trash/garbage collection" NAICS Code "562111-Solid Waste Collection" with a size standard of $47M. The projected period of performance is 1 July 2024 - 30 April 2029. The anticipated contract will have a 10-month base period of performance followed by the potential of four each 12-month option periods. 2) Remove Attachment 3 - Price Breakdown 3) Add Attachment 8 - Price Breakdown (Rev. 4 Jun 2024) which supersedes Attachment 3 - Price Breakdown. Changes includes the following. -CLIN 0001,0002,0003: change QTY from 12 to 10. -CLIN 0013, 1013, 2013, 3013, 4013: change QTY from 57 to 80. Please awknowledge change when submitting proposal.
