Sources Sought Notice: Full Mission Profile (FMP)
Training for 38th Rescue Squadron DISCLAIMER: This is a Sources Sought notice for market research purposes only. This is not a solicitation for proposals and no contract will be awarded from this notice. The U.S. Government is not liable for any costs incurred by interested parties in responding to this notice.
1. Introduction The 38th Rescue Squadron (RQS) is conducting market research to identify qualified commercial companies capable of providing pre-deployment Full Mission Profile (FMP) training for two (2) teams. The purpose of this notice is to determine the availability of sources with the expertise, facilities, and resources to meet the comprehensive training requirements outlined below.
2. Scope of Training The contractor shall provide all necessary facilities, logistical support, and certified instructors to conduct a 10-day FMP training course. The training must encompass a wide range of skills and scenarios to prepare the teams for future operational taskings. Key training areas include, but are not limited to:
Combat Clearance and Close Quarters Battle (CQB) Advanced Medical Training (Anatomy, Physiology, Live & Fresh Tissue) Technical Rope Rescue and Extrication K-9 Medicine Personnel Recovery and Hostage Rescue Operations in Low Visibility, Confined Space, and Structural Collapse environments 3. Training Schedule and Location Silver Team: 20 Students, 4 Evaluators (9-13 March 2026)
Blue Team: 20 Students (23-27 March 2026)
Location: The training site must be located within the continental United States. Preference will be given to locations within a 9-hour driving radius of Moody AFB, GA, due to fiscal constraints. 4. Key Requirements & Standards Instructional Staff Instructors must have Guardian Angel (GA) and Joint Special Operations Command (JSOC)/Tier One operational experience.
Non-GA instructors must have verifiable experience instructing Pararescue personnel in accordance with the GA Medical Handbook, AFTTP 3-3, and updated combat clearance TTPs. An emergency room doctor or general surgeon must be provided to teach updated medical protocols and provide feedback. Training Standards All training must be in accordance with AFTTP 3-3 Guardian Angel and the current Pararescue Medical Operations Handbook.
The live tissue vendor must be accredited by the American Association for Accreditation of Laboratory Animal Care (AAALAC) and comply with all Federal, DoD, and USAF regulations. All activities must comply with Federal, State, and local laws regarding personnel safety and environmental protection. Provided Equipment & Facilities The contractor shall be responsible for providing the following:
Logistical Support: White Cell, Opposing Force (OPFOR), role-players for casualties, and vehicles for extrication scenarios.
Medical Training Resources: Live and fresh tissue, cadavers for surgical procedure training, and all necessary medical supplies.
Rescue Equipment: All non-life-rated technical rescue equipment (Jaws of Life, saws, grinders, lift bags, etc.). Life-rated equipment will be provided by the Government.
Simulated Weapons: M4 rifles with NVD-capable IR lasers/optics and UTM bolts, as well as Glock simunition pistols and ammunition.
Secure Facilities: Private, climate-controlled areas for planning, debriefing, and gear storage. A secure storage facility for government-provided M4 rifles. An indoor facility that supports uninterrupted, all-weather training. A private, climate-controlled gym.
Specialized Training Structures: Two helicopter simulators with NVD-compatible lighting, sound, and hoist capabilities. A vertical structure (minimum 200ft) for complex rope rescue scenarios. A floodable structural collapse scenario with active low-voltage electricity. 5. Submission Instructions Interested parties who believe they have the capability to meet these requirements are invited to submit a capability statement. The statement should include:
Company Information: Company name, address, point of contact, email, phone number, and CAGE code.
Business Size: Please indicate if your business is a Large or Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, 8(a) participant, or Woman-Owned Small Business.
Capability Narrative: A detailed description of your company's ability to meet the requirements outlined in this notice. Please address your experience, facilities, instructor qualifications (specifically JSOC experience), and AAALAC accreditation.
