This requirement is for a commercial product, to deliver a SCIF breaching kit package to Beale AFB. The 9th SFS requires the delivery of one (1) Rapid Assault Tools Electro-Hydraulic Breaching Kit Gen4 to enhance rapid entry capabilities into SCIFs and other fortified structures during emergency response scenarios. The contractor shall furnish and deliver the complete breaching kit, including all required components, accessories, and user documentation, in accordance with (IAW) manufacturer specifications.

This equipment is essential for enabling 9 SFS personnel to perform critical security operations, including active threat neutralization and secure facility access, while maintaining compliance with DOD force protection standards.

The contractor shall provide the following items: Long Stroke Hydraulic Door Pusher (1), Hydraulic Hinge Puller Attachment (1), Backpack-Portable Electro-Hydraulic Pump (1), Hose Assembly (No Tools Required) (1), SCIF Replica Breaching Training Door (Freestanding) (1), and a Pelican Storage Case (1). The contractor is responsible for ensuring the successful delivery of All products to Beale AFB. This notice of intent is NOT a request for quotations.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

The proposed contract action is for one complete Rapid Assault Tools Electro-Hydraulic Breaching Kit Gen4 for which the Government intends to negotiate and award with only one source under the authority FAR 13.106-1(b)(1) to Granite Mountain Industries, LLC. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement for this scope of work is in the best interest of the Government. Responses will not be considered as proposals, bids, or quotes.

Interested parties (at their own cost), must deliver their intent, capabilities and business size status (i.e. 8(a) Business Development small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB), Small Business, Large Business, etc.) to satisfy the Government’s requirement to the Contracting Officer and Contract Specialist no later than 10:00AM Pacific Standard Time (PST) on 23 June 2025.
