EMCS Replace Controls System

The 319th Contracting Squadron, Grand Forks Air Force Base, intends to award a sole source, firm fixed price contract to Honeywell International, Inc. This procurement is required in order to provide service to Replace Energy Management and Control System (EMCS) at Grand Forks AFB, ND. This procurement is intended to be awarded as a sole source due to the proprietary rights of the Honewell equipment and software system already installed at Grand Forks AFB.

The NAICS for this requirement is 238220 with a size standard of $19.0M. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(2), Soliciting From A Single Source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. A copy of the Justification and Approval will be posted with the solicitation which is estimated to be posted on 12 Aug 24.
