ENERGY MONITORING AND CONTROLS

FA465424R0010 - Maintenance of Schneider Electric Energy Management Control System Grissom Air Reserve Base, IN (GARB) has a requirement for a contractor to provide services for performing maintenance on the Government owned Schneider Electric Energy Management Control System (EMCS) and service for the HVAC of various buildings. The Government intends to solicit and negotiate with one source, Shambaugh & Sons, L.P. DBA Havel Bros Div UEI CYAJNVLQ9V99 under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

Background: The Industrial Control System at Grissom Air Reserve Base was updated in 2021 to create an Energy Management Control System. They system is located in 48 facilities with one central server. Struxureware by Schneider Electric was selected as the operating system due to it’s ability to meet AFCEC requirements and proximity to a contractor that can provide service to the base.

Justification: : Struxureware by Schneider Electric is the original manufacturer of HVAC control systems employed throughout the Grissom Air Reserve Base, that were procured to bring the base into compliance with (redacted) on (redacted). AFCEC has limited the field of authorized providers for systems including HVAC. Grissom Air Reserve Base has been transitioning all HVAC control systems base wide to Structureware by Schneider Electric to conform to (redacted) needed to obtain (redacted).

Use of Struxureware systems, which are primarily comprised of proprietary software developed by Schneider Electric, is necessary to maintain integrity of HVAC control systems to which new systems were linked.

Efforts to Obtain Competition: This Notice of Intent to Sole Source is being posted on Sam.gov. Interested sources that are authorized to perform this service by the manufacturer may provide written expressed interest.
