NOTICE OF INTENT TO SOLE SOURCE

Notice of Intent to Sole-Source: The 341st Contracting Squadron (CONS) – Malmstrom Air Force Base, Montana intends to award, on a sole-source basis, a contract to Ortho Clinical Diagnostics to perform preventive maintenance, administrative support, reagents, controls, calibrators, and transportation necessary to perform the services for the Chemistry Analyzer for the 341st Medical Group (MDG). Additionally, Ortho Clinical Diagnostics will provide a chemical analyzer and consumables.

Lastly, the Government seeks to transfer ownership of the current chemical analyzer utilized by the 341 MDG. The period of performance consists of a base period of 12-months and three 1-year option periods from 1 October 2024 through 30 September 2029. Ortho Clinical Diagnostics is the sole manufacturer/source provider for their operating systems, devices, and any chemistry analyzer units made/sold by Ortho Clinical Diagnostics.

Ortho Clinical Diagnostics holds multiple patents on dry slide technology and other technologies (wet chemistry) are not compatible due to the location of the analyzer, limited access to drains, and the need for a water system. Only consumables and parts procured from Ortho Clinical as the original equipment manufacturer (OEM) are suitable as reagents, and replacement parts and OEM consumables and parts are available only through Ortho Clinical authorized technicians and representatives.

THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quote which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice.
