Notice of Intent to Award Cable Television (CATV) and Internet (ISP) Services Franchise Agreement

The 90th Contracting Squadron, F.E. Warren AFB, WY intends to award a non-exclusive franchise agreement to Spectrum Pacific West, LLC, 12405 Powerscourt Dr, Frontenac, MO 63131-3673, CAGE: 9KXS1, to provide base cable television (CATV) and internet (ISP) services. This requirement includes but is not limited to the construction, istallation, operation, and maintenance of a CATV/ISP system, as well as soliciting subscribers. This will replace the current non-exclusive franchise agreement, FA461318H1000.

The non-exclusive franchise agreement does not prevent the Government from using other vendors to satisfy the requirement for cable and internet services. The applicable NAICS code is 517111. The anticipated award date is 29 February 2024. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 10:00 am Mountain Time (MT) on 08 February 2024 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government.

Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered.
