Notice of Intent to Sole Source: DWDM Training

This notice acts as notice of intent to award a sole source contract IAW FAR 5.207. The 30th Contracting Squadron at Vandenberg Space Force Base (SFB), CA intends to award a sole source purchase order contract to Ciena Government Solutions for the purchase of DWDM Training to support the 30 SCS Network Operations Center Engineer & Tech support training capabilities to support the mission of VSFB. This training will provide a solid foundation of skills and better equips them to handle the tasks they will be asked to accomplish in the future. The anticipated award date is 06 August 2024. The required items and quantities are as follows:

CLIN 0001: DWDM OTN TRAINING The applicable NAICS for this acquisition is 611420 - Computer Training with a business size standard of $16 million. The applicable PSC is U099, Education/Training-Other. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of AFFARS 5313.501 - 10 U.S.C. 3204(e), Implementation of Simplified Acquisition Procedures (41 U.S.C.

1901) as only one source is reasonably available and no other supplies or services will satisfy agency requirements. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Firms who seek to challenge the sole source must submit substantiating documentation that demonstrates your firm's ability to provide an equivalent supply as described in the attached Salient Characteristics. Respond to the below point of contact referencing Notice ID FA461024Q_DWDM_Training by 1 Aug 2024 at 10:00 a.m. (PDT). A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
