T1 sites to Ethernet Conversion

Special Notice of Intent to Award Sole Source:

Project Title: Motorola T1 sites to Ethernet Conversion Reference Number: FA460825QS012 The 2nd Contracting Squadron, Barksdale AFB, hereby submits an intent to award a sole source contract. The Government intends to award a firm-fixed-priced contract to Motorola Solutions, Inc. under FAR 13.106-1(b) for T1 Sites to Ethernet conversion administration and programming services for Barksdale AFB, LA.

This procurement action is being conducted in accordance with FAR 13.106(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. An extended description of the product being acquired is as follows:

The product being acquired is a comprehensive Ethernet conversion service package to convert existing T1 sites to Ethernet, supporting Barksdale AFB, utilizing Motorola's proprietary system, which requires expert administration and programming services, thorough testing, and acceptance procedures to ensure seamless integration with existing Motorola radio services. *This notice does not constitute a solicitation document. Requests for such documents will not be considered.

However, all information received after publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct a competitive procurement.

The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received. Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition.

The letter must describe clear and convincing evidence that competition would be advantageous to the Government and will not be cost or time prohibitive. * Motorola Solutions, Inc. is the sole provider of the required services, expertise and access to the proprietary system that is currently in use. Given the proprietary nature of the system, it is imperative that all servicing and maintenance be performed solely by this company.

Failure to obtain the necessary services from Motorola Solutions, Inc will result in the halt of all Motorola radio services, including Land Mobile Radio and Consoles, which are critical to the base's communication infrastructure at Barksdale AFB, LA. Market research was conducted and has confirmed that the above company is able to meet the government's needs. Accordingly, a sole source award will be made to Motorola Solutions, Inc.
