Video Image Control and Display System (VICADS) and Intrusion Detection System (IDS)

Special Notice of Intent to Sole Source: The 2d Contracting Squadron at Barksdale AFB LA intends to award a Sole Source, Firm Fixed Price Contract to Prometheus Security Group under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 6.302-1(a)(2) & 13.501(a)(1)(iii). Market research was conducted and it has been determined that this is a sole source requirement IAW FAR 6.302-1.

2304(c)(1), Justification: Supplies required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Multiple awards will not be considered for this procurement. The Government intends to procure the following:

(1.) Installation and integration of the VICADS® system into the existing VINDICATOR® alarm system Intrusion Detection System (IDS). (2) Finish-out devices (such as sensors, software, panel connectors, and keypads). (3) Installation of exterior Closed-Circuit Television (CCTV) cameras capable of providing Video Management for K-1, Mechanical Room Building 7781, and K-2. (4) Installation of Passive Infrared Sensors (PIR’s) and Balanced Magnetic Switches (BMS’s) to doors used for entry/exit points, doors and windows.

VINDICATOR® and VICADS® is the only authorized equipment that meets the criteria listed on Non-Nuclear Configuration Management Database (CMD) Equipment Approval List dated 29 April 2024. The VINDICATOR® Security System is software based and capable of handling an unlimited amount of field distribution panels.

The contractor programing the VINDICATOR ® and VICADS® systems must be certified to work on VINDICATOR® and VICADS® Security System equipment and possess a current VINDICATOR ® and VICADS® Factory Certifications. The integrated system operates on the base unclassified fiber optic network. This is NOT a request for competitive proposals and no solicitation is available. No contract award will be made on the basis of this notice. This notice does not constitute a solicitation document.

Requests for such documents will not be considered. However, all information received within one (1) day of this publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the direction of the Government. The Government will not pay for information received. The NAICS Code is 561621 and the size standard d is $25 Million.
