PRC - 161

The 2nd Contracting Squadron, Barksdale AFB, hereby submits an intent to award a sole source notice. The Government intends to award a firm-fixed-priced contract to L3Technologies, Inc.Communication Systems under FAR 6.302-1(a)(2) for L3Harris Battle Awareness and Targeting System - Dismounted (BATS-D) AN/ PRC-161 Handheld Link Radios on behalf of the 49 Test andEvaluation Squadron at Barksdale AFB. This procurement action is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy the requirement.

Description/Purpose: This Notice to Sole Source is for L3Harris Battle Awareness and TargetingSystem - Dismounted (BATS-D) AN/ PRC-161 Handheld Link Radios IAW Attachment 2 - Equipment List. * This notice does not constitute a solicitation document. Requests for such documents will notbe considered. However, all information received after publication of this notice will beconsidered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future.

A determination by the Government not to open the requirement tocompetition based upon responses to this notice is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct acompetitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received.

Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition.

The letter must describe clear and convincing evidence that competition would be advantageous to the Government and will not be cost or time prohibitive. * L3Harris’s Battlefield Awareness and Targeting System-Dismounted (BATS-D) /AN/PRC-161 Radio was and is designed, maintained and manufactured by L3Harris. L3Harris has the exclusive right to sell such items. The BATS-D design IP exclusively belongs to or is licensed to L3Harris. L3Technologies Inc operates as a subsidiary of L3Harris.

Market research was conducted and has confirmed that the above company is able to meet the Government's needs. Accordingly, a sole source award will be made to L3Technologies Inc Communication Systems. Any questions regarding this acquisition should be directed to:
