The 60th Contracting Squadron at Travis Air Force Base intends to award a Firm Fixed Price, Blanket Purchase Agreement (BPA) to mutiple vendors.
The 60th Air Mobility Wing Ground Safety (60 AMW/SEG) has a mandatory multi-vendor Blanket Purchase Agreement (BPA) requirement for motorcycle operator safety training in accordance with the The Traffic Safety Program, Department of Air Force Instruction (DAFI) 91-207 dated 9 January 2024. All required personnel assigned to Travis Air Force Base who ride or intend to ride a motorcycle, including newly assigned members, are required to be compliant with DAFI 91-207 to ensure safety awareness, improve operator skills and reduce mishaps among eligible personnel.
Vendors will provide Level 1 motorcycle training compliant with Motorcycle Safety Foundation (MSF) or state standards, including classroom and hands-on instruction. Level 2 and Level 3 training must meet or exceed the requirements of the preceding level. The vendor may require participants to use their own motorcycles for Level 2 and 3 courses in accordance with the Performance Work Statement (PWS). Training must be within the local area as stated in the PWS.
Period of Performance: Five (5) years The BPA Master Dollar Limit: $500,000.00 BPA Call Limit: $25,000.00 The cumulative value of all call orders placed against this BPA shall not exceed the master dollar limit, regardless of the remaining period of performance. For this BPA, a "call order" is defined as one or more sessions, each of which is individually restricted to the BPA call limit. Vendors are required to complete all attachments below.
