EDIT TO ADD 12 FEB 2026: The purpose of this amendment is to extend the proposal due date, update Attachments, add clause 52.219-14, and provide answers to the questions received during the Q&A period. - The proposal due date has been extended to 26 February 2026 at 3:00pm CST. - Attachment 1 - Performance Work Statement, Attachment 8 - Section L - Instructions to Offerors, and Attachment 9 - Section M - Evaluation Factors have been updated. - Clause 52.219-14 has been added. - Attachment 10 - Questions and Answers has been added.

EDIT TO ADD 19 DEC 2025: Due to the high volume of questions and the ongoing holiday season, the Government is working to prepare answers for all questions asked. These questions and answers will be posted on SAM.gov as soon as possible. The proposal deadline will be extended upon posting to allow for adequate review and submission time.

The 97th Contracting Flight, Altus Air Force Base, Oklahoma, has issued a Request for Proposal (RFP) for acquisition of Base Telecommunication Systems (BTS) services at Altus AFB, Oklahoma. Services provided must include all personnel, equipment, tools, materials, vehicles, supervision and other items and services, unless specified in the contract as Government Furnished Property (GFP).

Work under the PWS will support the mission of 97th Communications Squadron at Altus Air Force Base by providing highly reliable wired telecommunications and networked voice, video and data services. The contractor shall perform Operations and Maintenance (O&M) and other services required to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week. Any questions shall be submitted via email to the below points of contacts by 10 December 2025 at 1300 CST (1:00 PM CST).

This acquisition will fall under the North American Industry Classification System (NAICS) code 517111. This is a 100% 8(a) Set Aside. Prospective contractors must be registered in the System for Award Management Database (SAM) prior to submission of proposals. Offerors are advised that failure to register in the SAM prior to submission of the proposal will render the firm ineligible for award. It is recommended that a firm registers immediately in order to be eligible for a timely award.
