Brunner CLS-P V013 Force Feedback Joystick

This Solicitation is a Total 100% Small Business set-aside. The applicable NAICS is 334111 Electronic Computer Manufacturing, which has a size standard of 1,200 employees. Only quotes submitted by small business concerns will be accepted by the Government. Basis for Award.

A single fixed-price purchase order for the brand name Brunner CLS-P V013 with Force Feedback Joystick will be issued to the responsible small business vendor whose quote confirms the terms and conditions of this solicitation and offers the best value to the Government. Best Value will be based technically acceptability, and quotes the lowest overall price. The three (3) lowest priced quotes submitted timely will be evaluated for technical acceptability.

If less than three (3) quotes are received, the government will evaluate all quotes submitted. The government may evaluate additional quotes if required. Only quotes rated technically acceptable are eligible to receive an award. Evaluation Factors are Technical and Price.

a. Technical. Technical acceptability means the proposed products are in accordance with the Schedule of Supplies. Quoter must provide their pricing in the schedule of supplies and on company letterhead to be eligible for review. The technical response shall demonstrate compliance with the Brand Name Brunner CLS-P V013 Force Feedback Joystick, as specified in the Redacted Brand Name Justification see attachment 2.

b. Price. Quoters are required to complete the schedule of supplies and provide a quote on their company letterhead. The Government intends to award based on initial responses, therefore, the quoter is encouraged to offer its most advantageous pricing to include discounts, in the initial response. The Government intends to make an award based on the initial quote without conducting interchanges. Quote should contain the best terms from a price and technical standpoint.

The Government reserves the right to hold interchanges (using Interchange Notices {INs}) if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges may be conducted with one, some or all quoters as the Government is not required to conduct interchanges with any and/or all quoters responding to this RFQ.

NOTICE TO QUOTERS: Awaiting funds. Funds are not presently available for this requirement. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this purchase request, either before or after suspense date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a contractor for any costs. The contractor shall not request, nor will the Government make, payments for any preliminary quotes, time or cost incurred.
