In accordance to FAR 13.501(iv) to make publicly available brand name justifications with the solicitation. The 338th Enterprise Sourcing Squadron {338 ESS), JBSA Randolph, Texas 78150-4302, intends to solicit and award a firm-fixed price contract on a sole source brand name basis to Questionmark Corporation under the authority of FAR Part 12 and FAR Part 13. The anticipated contract will be a commercial contract with a period of performance of one year.

The North American Industrial Classification (NAICS) code for this effort is 513210 with a size standard of $47M is determined to be the most appropriate for this acquisition. Questionmark is the sole manufacturer of this product.

Acquisition of non- Questionmark Annual Software Subscription and Maintenance Support would result in an unreasonable number of man-hours expended towards trade studies, reviewing the results, testing software, resolving programmatic code issues, and re-training personnel (system maintainers and field users across the Command) and the uncertainty that the software will work on the AETC network.

Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. See attached brand name justification.
