*UPDATED 27 AUGUST 2024* The 50 Security Forces Squadron (50 SFS) is seeking Vindicator Command Centers/or PC Smart Paks that will enable units to grant accesses onto an existing RAB. The number of units identified that need this requirement is 31. This acquisition needs to incorporate the following:

The hardware/software systems used needs to be installed in a conducive, reasonable and secured location within each unit. The system needs be secured with login/password type security so that only the unit commander designated security managers / unit security assistants have authorization and ability to access.

The systems installed, as well as the manner it is installed must be compliant with the applicable USAF Protection level and/or DOD (UL 2050) SCIF requirements, DISA compliant, ICD 705 compliant, and compliant with AF instructions. The systems installed will "not" have the capability for RAB creation, only the ability to add/remove pre-identified, restricted DCA's/groupings to an existing RAB.

50 Security Forces Squadron (50 SFS) Schriever Space Force Base, Colorado is seeking sources for Vindicator 5 that meet the following specifications: The requested badge manager workstation must: Allow badging operators and administrators to get a consolidated view into the access control system.

Allow operators to view, search for, and manage all badge holders across the system from any installed badge manager workstations Provide an intuitive badge profile creation and management toolkit Allow managers to view and assign/unassign personnel to locations using the system.

Allow managers to quickly and easily see which locations or areas are accessible to individual badge holders or groups Allow managers to quickly and easily see which schedules are in effect for individual badge holders or groups Allow managers to quickly and easily see which rules are applied to individual badge holders or groups Provide managers with the option to create and manage group rules, authorizations, and combinations Be able to push and pull records to/from a V5 server Ensure locations, authorization levels, group rules, and schedules reflect on a V5 server Monitors must: Have a minimum of a 22” LCD display Provide VGA and DVI connections Be compatible with the purchased badge manager workstation Include all required power cables Miscellaneous Hardware and Supplies must: Include applicable computer mouse and keyboard Include all required power and connection cables Be compatible with purchased badge manager workstation and monitors Brand-Name Justification: 50 SFS has determined that a brand-name justification is necessary for this procurement due to the specialized nature of the Vindicator 5 and the unique requirements of our agency.

We require a Vindicator 5 product because it is the only product on the market that meets our specifications and has been proven to perform reliably in similar environments. Using a Vindicator 5 product will ensure that our agency can maintain the high level of performance and reliability that our mission requires.

If vendors believe that the brand-name requirement is inaccurate or that a suitable substitute exists that will meet the government's requirement, they may submit information about the substitute product, including technical specifications and any relevant certifications or past performance information. The government will evaluate the substitute product to determine if it meets the agency's requirements.

Interested parties are invited to submit a capability statement that addresses the specifications listed above and provides information on your company's experience, qualifications, and ability to meet our requirements. Please include any relevant certifications, past performance information, socioeconomic status, and references. The Government also intends to set aside this requirement for small businesses.

Vendors are encouraged to provide feedback on this decision, including any information about potential small business sources that may be able to meet the agency's requirements. Submissions must be received by Wednesday, September 4, 2024 to be considered.
