THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron at Patrick Space Force Base (PSFB) has a sole source requirement for the extended service warranty on the frequency control analysis (FCA) equipment for 15 June 2024 to 14 June 2025. The specific frequency control analysis (FCA) equipment is listed below. This is a single source for a warranty on frequency control analysis equipment (FCA) in accordance with (IAW)

FAR 13.106-1(b)(1). As required IAW

FAR 5.207(c)(15) Keysight Technologies, Inc. is the only source capable of fulfilling the government’s requirement for the extended service warranty on the frequency control analysis (FCA) equipment.

The cost of fulfilling this requirement of providing the frequency control analysis (FCA) equipment extended service warranty with another source other than Keysight Technologies, INC. is considered a substantial duplication of cost for the Government that is not expected to be recovered through competition in accordance with FAR 6.302-1(a)(2)(ii)(A).

Furthermore, Keysight Technologies, Inc. is the manufacturer of the frequency control analysis (FCA) equipment and provided the extended service warranty for the previous contract. The North American Industry Classification System (NAICS) code for this procurement is 811210 – Other Electronic and Precision Equipment Repair and Maintenance. As required IAW

FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 5 days after date of publication of this synopsis. 45 CONS/PKBA has determined that Keysight Technologies, INC. is the only source capable of providing this requirement. Phone calls will not be accepted.
