RESPONSES TO THIS RFI ARE NOT OFFERORS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. Space Acquisition and Integration Office (SpOC/SAIO) intends to negotiate and award a sole source contract action under the authority of FAR 6.302-1 as follows:

This notice of intent is not a request for proposal.

However, IAW FAR 5.207(16)(i), all responsible sources who are interested and regard themselves as capable to fulfill this requirement without a break in service are invited to submit a capability package to the Government for consideration.
