The purpose of this RFI is for market research only, intended to assist the United States Space Force (USSF) in development of the acquisition strategy for the new contract. This is not a request for proposal. Responses to the below market research questions will not be shared with anyone outside of the USSF. The Space Force is committed to continuous improvement and is working on new initiatives to achieve affordable programs, control costs, and incentivize innovation.
The goal of these initiatives is to successfully accomplish the mission within the constraints of a declining defense budget. To achieve these goals, it will be essential to collaborate with industry and realize savings from contractor-controlled costs and innovations.
Scope: Force Tracker (FFT) Subject Matter Expertise support to be provided to USNORTHCOM HQ for 12 months. ("USNORTHCOM HQ" includes the HQ staff, ODC Mexico, AFNORTH, and MARFORNORTH - this does not include JTF-N and ARNORTH). Support includes technical and operational subject matter expert (SME) advisement, training, data architecture development, system integration in required strategic, operational, and tactical situational awareness (SA) systems, exercise support, limited system repairs, sustainment, and FFT program management.
Objectives: This effort provides USNORTHCOM HQ with 24/7-365 support required to field, operate, maintain, and sustain a fully integrated FFT program that capitalizes on the synergies with the US Mission Management Center (USMMC), other Combatant Command and other agency FFT programs. Support is outlined below, but includes device, architecture, servers, Combatant Command integration, repair support, training, troubleshooting, and program management support. In short, provide all necessary FFT related functions in support of USNORTHCOM HQ’s FFT Program. In accordance with the attached PWS, support to USNORTHCOM HQ includes:

SpOC/SAIO will not be obligated to pursue any particular acquisition alternatives as a result of this RFI. Responses to this RFI will not be returned.
Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
