Request for Information (RFI) for Public-Private Partnership Issued by:
96th Test Wing, U.S. Air Force Subject: Public-Private Partnership (PPP) for the Development and Operation of an Underwater Fiber Telecommunication System in the Gulf of Mexico Introduction: The 96th Test Wing, U.S. Air Force, is seeking information from qualified private sector entities interested in partnering to develop, finance, construct, and operate an underwater fiber high speed data telecommunication system in the Gulf of Mexico. The 96th Test Wing desires insights on potential partnership structures, innovative solutions, and the capabilities of interested parties.
Project Overview: The proposed underwater fiber telecommunication system will enhance connectivity and data transmission capabilities across the Gulf of Mexico, the state of Florida, and connecting networks. The project includes the installation of a high-capacity fiber optic cable network linking key locations in and along the Gulf Coast.
Objectives: To improve telecommunication infrastructure and services in the Gulf of Mexico. To leverage private sector expertise and resources. To ensure reliable and efficient operation of the fiber optic network and expand data transmission capacity.
Scope of Information Requested: Interested parties are invited to provide information on the following:
Company Profile: Overview of the company, including relevant experience in similar projects.
Proposed Partnership Structure: Suggested models for collaboration, including roles and responsibilities of each party.
Financial Plan: Preliminary financial strategy, including potential funding sources, long-term sustainment and revenue-sharing mechanisms.
Project Timeline: Estimated timeline for project development, from planning to operation.
Innovative Solutions: Any innovative approaches or technologies that could enhance the project.
Risk Management: Strategies for identifying and mitigating potential risks associated with the project.
Submission Guidelines:
Deadline: Submissions must be received by 1600 CST 31 Jan 2025. Format: Responses should be submitted in Microsoft Office or Adobe compatible formats.
