NOTICE OF CONTRACT ACTION The Department of Defense (DoD), United States Air Force (USAF), Air Force Material command (AFMC), Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source contract with Arctos Technology Solutions, LLC. No foreign participation is permitted. The 96 TW needs a real-time risk assessment capability for event testing at Eglin Air Force Base or the Gulf of Mexico (GOMEX) test range.

The 96 TW requires support to utilize their vehicle trajectory and risk model toolkits as a software suite to meet a strategic objective for real-time risk assessment capability. The 96 TW require management, personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform sustainment and technical support services of the realtime risk analysis tool/test tool kit (RRAT/TTK). Subject contract is anticipated to be awarded on or before 4th Quarter FY24.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) (Only a single source is reasonably available). This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued.

The National American Industry Classification System (NAICS) code for this action is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a size standard of 1000 employees. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
