Description

As published on SAM.gov.

The Department of Defense (DoD), United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Test Center (AFTC), Enterprise Services & Innovation Solutions Branch (PZZC), is currently conducting market research on behalf of the Air Force SEEK EAGLE Office (AFSEO). This is NOT a pre-solicitation notice pursuant to FAR Part 5, but is a market survey to identify sources that possess the expertise, capabilities, and experience necessary to meet the Air Force's requirements.

AFSEO is seeking capabilities statements from potential sources for services to support maintaining F-35 Aircraft Store Compatibility (ASC) engineering capability. Historically, the AFSEO has acquired, and continues to acquire the required tools and data necessary to hold organic F-35A ASC engineering capability. Tools and data which were not deemed economical to acquire will remain resident within the prime contractor.

Due to the complexity of the F-35 platform, AFSEO will require engineering support to maintain its organic capability, and enhance it to meet future warfighter requirements. The purpose of this contract is to provide the AFSEO with all the services required to update and sustain the organic ASC capability resident in AFSEO. This will enable AFSEO to maintain their F-35A ASC capability, and complete testing and analysis of new aircraft/store configurations for the F-35A aircraft.

Tasks will include – (1) Provide engineering reach-back support to AFSEO providing analysis, consultation, ground and flight test support, and/or any other products necessary to support AFSEO engineering products as directed by the AFSEO Project Manager (PM). (2) Provide sustainment for the software tools delivered in support of maintaining an organic F-35 Aircraft Store Compatibility (ASC) engineering capability.

The Contractor shall identify any issues associated with the transfer and licensing of models, simulation, Toolset updates, etc. The AFSEO engineering disciplines requiring support are listed below:

- Physical Fit and Function (F&F) - Aircraft and Store Loads - Flutter and Dynamics - Electromagnetic Environmental Effects (EEE) - Store Separations - Stability and Control (S&C)
