Notice of Intent to Sole Source to GeoTel Communications, LLC

This is a Notice of Intent (NOI) to Sole Source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 13.106-1(b)(1)(i) – Soliciting from a single source. Please see the attached Justification document. This requirement is to procure up to 3 individual permissions/subscriptions to the online user interface TeleTracker, by GeoTel Communications, LLC, which allows users to access and assemble the data housed on the GeoTel database.

The requested coverage period is for one (1) 12-month base period and four (4) 12-month option periods. The applicable NAICS code is 541370, Surveying and Mapping (except Geophysical) Services. The USMC Regional Contracting Office (RCO), Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico, VA, intends to award a sole source contract to GeoTel Communications, LLC, 1540 International Parkway Suite 2000, Lake Mary, Florida 32746-5096, United States (CAGE 6VXK8).

The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(2), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency.

Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
