The Federal Aviation Administration (FAA) intends to extend the period of performance, on a single source basis, of contract DTFAWA-12-C-00061 with Collins Aerospace located in Fullerton, CA. This extension is up to an additional 5 years if all options are exercised. The FAA intends to extend Phase 3: Operations and Maintenance (O&M) of both GEO 5 and GEO 6, which consists of GEO satellite payload (GSP) and GEO Uplink Subsystem (GUST) lease services, maintenance, and operations support, by up to 5 additional years.

This extension will utilize single source procedures. In accordance with FAA Acquisition Management System (AMS) Procurement Guidance T3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a single source when it is determined to be in the best interest of the FAA.

Collins Aerospace is the only source capable of meeting the FAA's requirement of extending the GEO 5 and 6 satellite payload and GUST leases as they are the current provider of the GEO 5 and 6 satellite payload and GUST leases under this contract. There are no other satellite payloads on orbit with the available infrastructure that can support the WAAS requirements of maintaining a three GEO constellation.

Additionally, Collins Aerospace has an existing GUST site design, processes, and tools approved to meet WAAS requirements under this current contract. This announcement is for informational purposes only and is not a Solicitation/Screening for Information Request/Request for Proposal. This extension will be awarded to Collins Aerospace and is not available for full and open competition.
