INTENT TO SOLE SOURCE **This is not a solicitation** Synopsis The United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for Expert Commercial Flooring Care Services and Maintenance for the 88th ABW located at Wright Patterson AFB, Ohio 45433. The Government intends to order from GSA Federal Supply Schedule holders, in accordance with FAR Subpart 8.4.

This proposed procurement will be a Sole Source to GSA Federal Supply Schedule under North American Industry Classification System code (NAICS) 561720 – Janitorial Services. Business size standard is $8M. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 PM EDT on 25 July 2025. An assessment was conducted to determine if AbilityOne, UNICOR or GSA Global Supply could fulfill this requirement.

Based on the market research conducted, it was determined that none of the mandatory sources above listed possess the capabilities or resources to provide the specialized commercial flooring care services required. No flooring care services matching the technical scope and performance standards of the requirement are currently offered under the AbilityOne Program and the Federal Prison Industries does not provide janitorial or flooring care services.

Product solutions for cleaning supplies were found under the GSA Global Supply but they are not applicable for service-based requirements. Multiple qualified with expertise and capabilities that are essential to meeting the specific needs of this requirement are available under GSA MAS Schedule 561210FAC.

The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
