TITLE: F3N6085064AG01, Sole Source Acquisition for 86 AES AWIS The 700th Contracting Squadron, Kapaun AS, Germany intends to award a sole source purchase order to TTM Technologies. required items to be purchased are:
This procurement will be for the purchase of 110 AeroMed Kits. A Wireless Intercommunication System is the ideal choice for all untethered, hands-free communication needs. Whether on the land, sea or in the air, Wireless Intercommunication System will provide flawless intercommunications coverage to ensure the reliability, safety and mobility of all users. Wireless Intercommunication System is a versatile full-duplex wireless intercom, operating reliably in high-noise environments while providing resistance to shock, vibration, moisture, sand, dust and extreme temperatures.
APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.501(a). This specific communicator is the only one option approved on the safe-to-fly list of equipment for Aeromedical Evacuations. Additionally, according to AFMAN 10-2909 (28 June 2024) Paragraph 3.4.2 "Utilize the AE IFK 887A AS/pack-out guide to inventory the kit and when completed, turn in the completed form to the AE equipment management sections.
Units will not deviate from the Medical Equipment Standard without concurrence from AMC/A3VM". TTM was contacted if they have any approved vendors/distributors. TTM replied that they do not have any approved vendors or distributors. The unique design, proprietary components, and exclusive availability through TTM Technologies make it impossible for any other supplier to meet the requirements. As a result, TTM Technologies is the only source capable of fulfilling this need.
Procuring the same equipment ensures interoperability, standardization of training, and minimizes operational complexity. Any deviation from the authorized system would disrupt established communication protocols, delay mission execution, and degrade readiness. Any alternative product would need to undergo an extensive airworthiness certification process including testing, evaluation, and AMC approval to be added to the Safe to Fly list.
Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 7 July 2025 at 2:00 P.M CEST.
