The 99th Contracting Squadron intends to award a single source BPA (Blanket Purchase Agreement) to Computrition, located at 8251 Fallbrook Avenue Suite 100 West Hills, CA 91304, under the authority of AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). The 99MDG Mike O’ Callaghan Military Medical Center requires the following from Computrition: SuitePoint ?

POS Back Office Module with Charge Accounts Module POS Terminal (2 Registers) This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement.

Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the closing date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source purchase order. The following is a statement of the contractor’s unique qualifications and why the nature of this acquisition requires the use of the authority cited above: Computrition and its SuitePoint! POS system have been the Air Force commercial-off-the-shelf NMIS solution for approximately 15 years.

Continued use of the Suitepoint hardware and software is vital to the MOMMC (Mike O'Callaghan Military Medical Center) dining facility operations This Suitepoint system is the only system that integrates with the patient feeding and inventory control aspects of the MOMMC operations. Additionally, the MOMMC has already invested approximately $313K in the Suitepoint system, including training and salary costs for a contract database manager.

To procure another NMIS, at this point would result in a substantial duplication of cost not expected to be recovered through full and open competition. Responses are due by 4:00 PM Pacific Daylight Time, 05 July 2024.
