This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
1. The solicitation number is F3G3CE4005AW01. This solicitation is issued as a Request for Proposal (RFP). A Firm Fixed Price type contract will be awarded.
2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03, effective 23 February 2024.
3. This combined synopsis/solicitation is being issued as Small Business set-aside, and the associated NAICS code is 238220 – Plumbing, Heating, and Air-Conditioning Contractors, Small Business Size Standard $19.0M.
4. Offeror’s shall provide a completed quote. Below is the contract line-item number (CLIN) breakdown: CLIN 0001 – Retube Base Gym Condenser IAW SOW 5. DESCRIPTION OF SERVICES: 99 CES, located at Nellis AFB, NV, has a requirement to perform the re-tubing of the condenser with copper tubes that meet or exceed factory specifications, recharge the chiller with R-134a refrigerant, start the chiller, and verify proper operation.
The contractor shall perform a job safety inspection, lock out and tag out all pertinent stored energy sources, recover refrigerant, if any, remove (2) water box covers from condenser barrel, remove starter control panel from chiller, furnish all labor, tooling, and miscellaneous equipment to set up and extract all (173) condenser tubes, furnish and install (178) new copper tubes that meet or exceed factory specifications, using stainless steel hole brushes thoroughly clean all tube sheet holes in preparation for new tubes, install all tubes using Loctite 290 and the electronic torque control method, haul away scrap and debris, reinstall (2) water box covers on the condenser barrel, put system on vacuum to evacuate the system and verify there are no leaks, recharge system with virgin refrigerant R-134a up to 520 pounds, start unit and verify proper operation, clean all job-related debris from area, and brief customer on unit operation upon completion.
