57 MXG External Aircraft Fuel Tank Storage System (EAFTSS) Maintenance and Repair

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, following FAR 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable.

The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable.

1. The solicitation number is F3G3AA4162AQ01. This solicitation is issued as a Request for Proposal (RFP). A Firm Fixed Price type contract will be awarded.

2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06, effective 29 August 2024.

3. This combined synopsis/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 811310- Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic), Small Business Size Standard $12.5M.

4. Offeror’s shall provide a completed Price List (see “Attachment 2 – Price List”).

DESCRIPTION OF SERVICES: The Contractor shall provide all preventative maintenance/repairs and emergency repairs for the External Aircraft Fuel Tank Storage System (“EAFTSS”) operated by the 57 MXG/M1 located at Nellis AFB, NV.

The system was developed, manufactured, and installed by International Automated Systems. The system consists of three mechanical storage/carrier lines. Each line can hold up to 100 aircraft external fuel tanks for a 300-tank capacity. This system must remain safely operational year-round, 24-hours per day, 7-days per week.
