Notice of Intent to Sole Source: USDA-ERS, Comprehensive Historical Data for Agricultural Products United States Department of Agriculture (USDA), Economic Research Services (ERS), Market and Trade Economics Division (MTED) intends to award on a sole source basis a Firm Fixed Price Purchase Order to Sitonia Consulting Limited. The North American Industry Classification System (NAICS) code for this requirement is 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.

Analytical Laboratory Instrument Manufacturing with a Size Standard of $40 million. Sitonia Consulting Limited (SCL) is an independent market analysis firm focused on Chinese agricultural markets based out of Dublin, Ireland. SCL has many years of experience analyzing and reporting on Chinese agricultural futures markets.

SCL is the only vendor that has researchers who can produce an extensive, query-able database that includes Chinese agricultural market prices, with an extensive history that will be used for data analysis for ERS products. They have the expertise in collection and analysis of Chinese market data and develop a query-able data base that meets ERS requirement to use in analysis of futures, options, and cash prices of grains, oilseeds, animal feed and meat markets for a study of China’s futures markets. No other known sources have the capabilities to provide this extensive of data required in SOW.

Period of Performance: One year from Date of Award.

Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
