Advanced Thermal Protection System (ATPS) - Notice of Intent to Sole Source

This is a Pre-Solicitation Notice. This notice does not constitute a Request for Quote (RFQ).

Notice of Intent to Sole-Source: The 56th Contracting Squadron (CONS) – Luke AFB, AZ intends to award on a sole-source basis, a contract to Exclaim IP, LLC (Phoozy) to provide Advanced Thermal Protection System (ATPS) for the F-35 Air Conditioning Ground Support Equipment (F35ACGSE) to extend the continuous operating time in extreme temperatures. Phoozy is and has been the sole developer and proprietor of the Advanced Thermal Protection System (ATPS), the solution to the ACGSE overheat problem.

As the sole proprietor, Phoozy has exclusive maintenance and service rights to the ATPS. As a follow-on to the D2P2 contract for problem source/solution development, the Fighter Country Innovation team has substantiated Phoozy's sole source contract status via discussions with the F-35 Joint Program Office (JPO), Lockheed Martin(LM), and the F-35 Product Improvement Working Group (PWIG). THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued.

All responsible sources may submit a quote which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
