The 502d Contracting Squadron intends to award a sole-source purchase order to JOHNSON CONTROLS, INC. (cage code 32242), under the authority of FAR 13.106-1(b)(1)(i). This is a sole-source purchase order based on unusual and compelling urgency. The Contracting Officer (CO) may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization).
Due to the unusual and compelling, and complex nature of the requirement, JOHNSON CONTROLS, INC. has direct knowledge of the type of services needed to accomplish the motor rebuild for YORK equipment on Chiller #2 and can complete the needed repairs at JBSA Fort Sam Houston to ensure critical research is continued and loss of accreditation is avoided. This notice of intent is neither a request for competitive quotes nor a solicitation for offers.
Interested persons may identify their interest and capabilities for fulfilling this requirement. Information received will be considered for the purpose of determining whether to conduct a competitive requirement and is solely within the discretion of the Government. Interested parties stating capability shall provide the following, but not limited to:
Disassembly of large 460v 3-phase motor Inspection and testing of individual parts and components on YORK chiller, part #024-26514-432, and determine extent of repairs. Provide extensive rotor testing with included documentation. Re-machine any parts identified as applicable due to out of factory specifications or damage. Complete special process for isolating the rotor and grounding to prevent future potential of fluting. Replace bearings, and rewind stator. Replace any applicable parts identified as needed.
Complete reassembly and complete performance testing on test stand. Test reports provided after completion. Information received will be considered for the purpose of determining whether to conduct a competitive requirement as is solely within the discretion of the Government.
